Report to Governor due September 1, 2003 (Executive Order 01.01.2003.02).

The Council on Parental Relinquishment of Custody to Obtain Health Care Services was created by the Governor in January 2003 (Executive Order 01.01.2003.02). The Council is reviewing State and local procedures and practices with regard to the relinquishment of child custody. Alternatives to forced relinquishment are being studied along with the costs and benefits of federal resources available to Mayland.
